What is the Premium Discount Plus Program?
The Premium
Discount Plus Program (PDP+) is a program
offered by the Ohio Bureau of Workers’
Compensation through which an employer can
receive premium discounts and performance
rebates for successfully implementing the BWC’s
10-Step Business Plan. The discounts are as
follows:

What is the Rebate?
PDP+ offers up to an additional 20% premium
rebate for reducing claims severity and/or
frequency by 15% or more when compared to the
prior year’s performance. The performance
rebates are as follows:

claims frequency by 15% or more |

Plus an additional 5% if both
severity and frequency are reduced -
for a total of a 20% rebate |

Who
is Eligible to Participate?

Employers with an-EMR of .90 or
higher (10% credit or worse) |

Employers who have not previously
completed the PDP+ program within the
last 2 years |

Employers who commit to implementing
the BWC’s 10-Step Business Plan (5
steps in first year and all 10 steps
for second and third years) |

How do I Enroll?
To enroll in Ohio's PDP+ program you must
complete an
application and
send or fax it to BWC.
When can I Enroll?
Employers may enroll up to 35 days after premium
rates are released for the rating year beginning
July 1st for private employers /
January 1st for public employers.
Note:
This will allow employers to determine whether they
meet the EMR requirements prior to applying for
the program.
Private employers also may enroll for the
payroll year beginning January 1st by
submitting an application by December 31st
of the prior year.
Note:
If an employer new to PDP+ enrolls, they may
withdraw at the end of the Controlling Workers’
Compensation Class.
How Many Years of Eligibility do I Have for the
PDP+ program?
Employers entering the PDP+ program for the
first time have 3 consecutive years of
eligibility.
Note:
Once an employer begins the program, if they do
not participate in the second or third years of
the program, they will loose that year of
eligibility. In order to get the most out of
the discounts available, the enrollment decision
is critical.
Employers who have been in the PDP+ program in
the past may re-enroll after a two-year waiting
period. However, these employers must implement
the entire 10-Step Business Plan in the first
year and will be eligible to participate
only for two consecutive years in the program.
What if I Enroll in PDP+ Plus and Then Decide to
Drop Out?
If an employer new to PDP+ enrolls and then
drops out of the program, that may not be allowed
to participate in the program in the future.
If I am Already Enrolled in the Drug-Free
Workplace Program, can I Enroll in PDP+?
Yes.
You may stack the discounts offered in these
programs to maximize your discount and rebate
potential.
Will BWC Grade my Efforts?
At the end of
the first, second and third years the employer
will be required to complete a Plan of Action
and self-assessment by March 31st for
those employers who enrolled the previous July
or by September 30th for those who
enrolled the previous January. (Note: School
districts have until November 15th to
complete the form).
The BWC will
grade the Plan of Action and self-assessment on
a Pass / Fail basis. If the employer does not
submit an approved Plan of Action, the employer
will loose the PDP+ discounts for the entire
year. (Note: The BWC will bill back any
premium discounts already applied).
